Medicine

Medicine is the only university discipline on which the Science and Humanities Council (Wissenschaftsrat, WR) makes separate and regular recommendations and which is assigned to a dedicated department at the head office. This department deals with all facets of university medical schools and takes into consideration research and teaching, patient care as well as legal and structural issues in this area in equal measure.

In addition to the evaluation of university medical school locations or the cross-location assessment of university medical school in individual federal states – most recently Saxony and North Rhine-Westphalia – analyses and recommendations are increasingly being prepared that relate to the further development of medicine at the interface between the science and health-care systems. Recent topics to be mentioned in this context are the higher-education qualifications of the health professions, medical studies and non-university medical research.

The Committee on Medicine is the only cross-sectional committee of the WR advising the federal government and the states (Länder) on all issues of university medical schools. As part of this task, it also prepares policy papers on current developments at short notice (most recently on clinical trials) and proposes new topics to the WR for its work programme, similarly to the “Tertiary Education” and “Research” committees. When it comes to assessing initiatives of non-state medical education, it also cooperates with the Accreditation Committee. Because of existing interfaces with the health system, this committee also includes the responsible Federal Ministry of Health (BMG) as well as both the administrative university management (chancellor) and commercial management of a university hospital as members – this is due to the importance of organisational and financing issues.
