The composition of this unique science policy body and its approach to decision-making affect the jointly adopted recommendations:

Joint consultation: Representatives from science and politics jointly consult on science policy issues, which are prepared in advance by working groups and committees.

High approval requirement: A minimum of two-thirds of the Assembly members must approve a bill for it to be passed. This means that neither commission can impose its position or outvote the other.

High consensus orientation: Decisions are reached in a very consensus-oriented manner, as compromises are sought in advance to allow both commissions to support them.

High probability of implementation: The chances of proposals being implemented are thus favourable, even if the political advisory body does not make decisions but merely makes recommendations.

When adopting results, the German Science and Humanities Council (Wissenschaftsrat, WR) always keeps an eye on the feasibility and potential effects of its decisions on financial, personnel and other factors.
