The implementation of the competitive procedure was based on the Administrative Agreement (Verwaltungsvereinbarung) adopted by the federal government and the states on 16 June 2016 on the Funding of Top-Level Research at Universities - "Excellence Strategy"

During its meetings in September 2016 and April and September 2017, the Committee of Experts for the Excellence Strategy adopted the following documents in the context of the proposal based on the Administrative Agreement for the Universities of Excellence funding line:
