Program monitoring
The Committee of Experts for the Excellence Strategy will regularly submit a report to the GWK on the experience gained with the Clusters of Excellence funding line and the Universities of Excellence funding line. This progress report, the first of which is due in June 2027, will include observations from the implementation of the programme and its funding lines, the progress and results, as well as any comments and recommendations the Committee of Experts may wish to offer. It will form the basis for the Federal Government and the State governments to discuss the impact of the programme and any necessary adjustments.
For the purpose of creating the experience report, which is specified by the administrative agreement (‘Verwaltungsvereinbarung’), a continuous analysis of the programme is necessary, including its strengths, challenges, and potentials in the performance areas of research, teaching, transfer, and research-infrastructure, as well as other fields of action such as equal opportunities and internationalisation. Surveys and various exchange formats with the funded universities are elements of programme support that allow for the preparation of an empirically founded experience report and for the support of a "self-learning science system" on the basis of the results of the analysis. Thematic interfaces to other topics of the German Science and Humanities Council are also taken into account.
One funding line-specific element of programme monitoring are discussions at the administrative level, which usually take place once a year at the excellence locations. The aim is to gather process-oriented information on the implementation of measures and the development of all performance areas and individual fields of action. Various event formats are used to stimulate exchange and networking between the universities. This can also promote the (experience-based) transfer of knowledge into the higher education system as a whole and thus beyond the circle of those receiving funding. One example of such transfer events are the international expert talks hosted by the German Science and Humanities Council in December 2022, at which international experts discussed institutional cooperation and excellence funding.
