State structure reviews
State structure reviews are one of the main tasks of the German Science and Humanities Council (Wissenschaftsrat, WR), which was already laid down when the WR was established (Administrative Agreement). These assessments are an offer to the states (Länder) to assess a state’s higher education system, or individual areas of it, and to focus in particular on the regional circumstances and the diverse framework conditions of the respective state.
The reasons for, and objectives of, the evaluations can vary and are closely related to the structural characteristics of the respective state, its higher education policy interests and objectives. What all evaluations have in common is their focus on the performance profiles of the higher education institutions of a state, their collaborative relationships with each other and with non-university institutions, as well as the financing and control relationships between the state and the higher education institutions. The financial situation and the demographic development of a state play a decisive role as framework factors.
