Universities and the higher education system

Since the founding of the German Science and Humanities Council (Wissenschaftsrat, WR), it has concerned itself with the German higher education system and its advancement. It considers higher education institutions – universities in particular – as the “organisational centres of science”, as they are responsible, to varying degrees, for all scientific performance areas as well as frequently also for the coordination between various scientific institutions.

Higher education institutions also establish important connections and ensure a transfer between science and society – the universities of applied sciences play an important role here. In addition to making general recommendations, the WR is also involved in implementing both the Excellence Initiative and the Excellence Strategy.

The WR takes position on the structure and financing of the higher education system as well as on the individual types and various tasks of higher education institutions.
