Specific principles and rules have been established in the German Science and Humanities Council (Wissenschaftsrat, WR) for the design of individual procedures, but especially for expert opinions.
This applies first and foremost to the preparation of statements on the evaluation of research institutions and university medical sites, on the accreditation of private universities, state structure reviews, expert appraisals of research buildings and large research infrastructures as well as the assessment activities within the framework of the Excellence Strategy. The guidelines and rules have been formulated at the level of the individual committees responsible for the task in question and take into account the special features of the various review activities. The central criteria laid down in the guidelines not only refer to research achievements in the narrower sense, but also to the essential aspects of an organisation and its embedding in a scientific environment. They serve as a basis and orientation for the professional assessment groups.
